The Diversity Visa (DV)Lottery Program was created by the US Government through a provision of the Immigration and Naturalization Act to: give people from countries with low rates of immigration to the United States the opportunity to obtain a Green Card through a lottery system. The program is administered yearly by the US Department of States, which is the only entity that has the authorization to administer this program.
Each year, the US Government makes provision for 50,000 immigrant visas (Green Cards)to be given out through the program. Winning entries are randomly selected from a pool of qualifying entries. Once selected, each candidate is notified via regular mail only, through the address of record that they used for their application. Selection by lottery does not guarantee a green card as each candidate has to meet the qualification criteria, as well as follow the required directions. Selected individuals who are eventually granted a Green Card will be entitled to live and work permanently in the United States. Additionally, their spouses and unmarried children under the age of 21 will also qualify to come to the United States. Individuals not selected will not be contacted by the program.
The application period for the DV-2009 Lottery begins at noon Eastern Daylight Time, on October 3, 2008 and ends at Noon Wastern Standard Time on December 1 2008. There is no charge to complete the application, which is administered electronically online, through the government website.

The US Department of State has advised individuals to refrain from giving money to any entity, groups or websites that fraudulently pose as the US Government to solicit for payment in exchange for assisting individuals to complete their Green Card lottery application. The program is administered primarily by The US Department of State.
